The AEB proposals for improving the EAEU Technical regulations 041/2017 "On the safety of chemical products" were sent to the responsible developer of the regulations

The proposals of the Association of European Business to improve the EAEU Technical regulations (TR) 041/2017 "On the safety of chemical products" were sent by the Department of Technical Regulation and Accreditation of the Eurasian Economic Commission to the responsible developer of the regulation - the Ministry of Industry and Trade of the Russian Federation.
 
More than 50 proposals were sent to the Eurasian Economic Commission, drawn up in accordance with the world's best practices in the regulation of chemical products. Here are some of them:
 
1. To supplement the List of chemical products that are not covered by the EAEU TR 041 / 2017B - the new version of the List is proposed to include substances that are regulated by separate regulations and various regulatory legal acts and are not hazardous substances. The exclusion of these substances from the scope of EAEU TR 041/2017 will help to avoid an unjustified double burden on both manufacturers and importers and the authorized bodies.
 
2. Replace the procedure for permitting registration of new substances with passing the conformity assessment of chemicals - at the stage of notification of new chemicals not included in the Register, it is envisaged to provide all the documents that are required for permitting registration. We believe that this is an excessive burden for business and we consider it sufficient for substances that have passed the notification procedure to undergo a conformity assessment in a notification form.
 
3. Give definitions of the concepts "polymer", "monomer", "product", "downstream (secondary) user", "chemical substance with unknown or variable composition", as well as clarify a number of concepts.
 
A number of technical edits were also proposed in order to avoid unnecessarily frequent changes to the technical regulations.
