AEB considers unreasonable tightening of construction requirements

On January 24, 2020, a meeting of the Public Advisory (Expert) Council under the Ministry of Architecture and Construction took place. The agenda included discussion of the draft Decree of the Council of Ministers "On Amending Decision of the Council of Ministers of the Republic of Belarus of March 21, 2014 No. 252" and the Decree of the Ministry of Architecture and Construction "On Amending the Decision of the Ministry of Architecture and Construction of the Republic of Belarus of May 2, 2014 No. 25".
Projects envisage toughening requirements for legal entities and individual entrepreneurs operating in the field of construction and design organizations.
The Association of European Businesses considers the toughening of requirements unreasonable, since the ban on internal part-time work, the assessment of the effectiveness of organizations based on quantitative indicators will reduce the economic efficiency of organizations, and also does not correspond to the current situation in the construction market (the mode of operation of companies, the amount of work). The Association considers that the requirement to equip enterprises with software according to the approved list is ineffective, as this will lead to an increase in the cost of purchasing programs.
